The council is set to introduce over 20 on the spot fines. The fines will be enforced by fixed penalty notices if a new scheme is approved by Councillors today.
North East Lincolnshire Council plan to introduce on the spot fines which will cover everything from repairing your vehicle on the road to not putting household waste out correctly and fly tipping.
Offenders can be given on the spot fines and not have to be taken to court. The offences are already punishable but taking them to court can be costly and time-consuming. If the fines are not paid on time they will still be taken to court.
Fines will range from £50 to £40,000, the council hopes that an estimated £10,000 can be raised over a year.
Residents could be issued with a fixed penalty if they put out their household rubbish incorrectly.
These are the offences to be dealt with by on-the-spot fines in North East Lincolnshire
- Exposing vehicles for sale on a road: £100 or £75 if paid within 10 days.
- Repairing vehicle on a road: £100 or £75 if paid within 10 days.
- Failure to produce a written authority for transporting controlled waste: £300 or £200 if paid within 10 days.
- Depositing, or knowingly causing or knowingly permitting the depositing of controlled waste on land without an environmental permit: £300 or £400 if paid within 10 days.
- Failure by a householder to produce written waste information: £300 or £180 if paid within 10 days.
- Abandoning a vehicle: £200 or £150 if paid within 10 days
- Distribution of printed matter: £100 or £75 if paid within 10 days.
- Failure to nominate key holder within an alarm notification area or to notify the local authority of key holder details: £80 or £50 if paid within 10 days.
- Graffiti on property, highway signs and highways: £150 or £75 if paid within 10 days.
- Flyposting: £150 or £75 if paid within 10 days.
- Failing to comply with household waste provisions: £80 or £75 if paid within 10 days.
- Failing to comply with commercial or industrial waste provisions: £300 or £200 if paid within 10 days.

- Failure to comply with a compliance notice on PGI (protected geographical indicators) indication e.g Grimsby smoked fish: £40,000.
- Sale of alcohol to a child: £90.
- Failure by relevant persons to supply an EPC within seven days of the request by an authorised officer: £200 per residential dwelling.
- Failure by relevant persons to have registered an EPC with an accredited energy assessor: £200 per residential dwelling.
- Failure by relevant persons for an EPC to be issued by an accredited energy assessor: £200 per residential dwelling.
- Failure by relevant persons to make an EPC available to any prospective buyer or tenant when selling or renting a non-dwelling: £750 to £5,000.
- Failure by relevant persons to provide air conditioning reports following a request by an authorised officer: £300.

- Failure by relevant persons to comply with the duties concerning Display Energy Certificates and their associated recommendation reports: up to £1000.
- Failure by Letting agents and property management companies to join a Government approved tenants’ redress scheme: £5,000.
- Failure by Letting agents and property management companies to display their fees and charges to clients: £5,000.
The North East Lincs cabinet is expected to approve the introduction of the notices at its next meeting on Wednesday, April 10 at 2 pm in Grimsby Town Hall.
