Plans to turn vacant Barclay’s bank into restaurant and takeaway

Plans have been submitted to North East Lincolnshire Council aiming to turn the currently vacant Barclay’s bank into a restaurant and takeaway.

While the first floor of the building would be kept as commercial flats, the ground floor would be converted into a restaurant and takeaway open Monday to Sunday from 12 pm till 9 pm.

The Barclays bank on the Cleethorpes High Street closed back in June 2019, leaving the ground floor of the building vacant ever since.

Proposed floor plans would see the current banking hall turned into a dining area with a kitchen towards the rear of the property.

The takeaway area would be accessible through the main doors past the restaurant towards a counter.

The plans, which are still under consideration, have been met with resistance from local residents.

One local stated: “Somewhat concerned over the potential of noise disturbance in view of the change of
use (Bank to take-away/restaurant) and in particular out of office hours noises that arise and that may cause discomfort to residents living above.

“The ground floor premises are not soundproofed, and during the time the premises where leased by Barclays Bank I could easily hear the staff and their clients engage in conversations. I recall the former Manager also informing me She could hear my television from the ground floor.”

Another resident also shared their concerns over noise, stating: “I believe the proposed commercial development is likely to impact and interfere with the tenant’s use and enjoyment of the property, known as the tenant’s right to “quiet enjoyment”.

“The planning application does not state whether a noise assessment survey has been undertaken for any air conditioning units, air handling units, kitchen extract fans, heat pumps and any other noise generating piece of equipment requiring planning approval.

“The planning application does not state whether the applicant will make any provision such as soundproofing (acoustic wall, floor, and ceiling panels) to limit noise. I believe that it is not unreasonable to ensure steps are taken to make sure that noise emitted from the site does not cause a nuisance to neighbour properties.”
