An arson hotspot on Eleanor Street, Grimsby, is to be transformed into apartments.

North East Lincolnshire Council have granted a planner permission to convert the former care home, after the site was abandoned several years ago.

The listed building, Eleanor House, has been an arson hotspot for many years and a cannabis factory was also found inside it.

The work will see the rear single storey extension demolished and replaced with a new one, as it is of “historic detriment” to the building.

Instead of a complete renovation of the floors, the rooms have been designed to fit in with the current building layout, as well as preserving the features inside of each room.

The former care home will become 13 residential flats.

There will be 12 single bedroom flats and a smaller outbuilding will be turned into a studio apartment.

Eleanor House was originally built in the early 20th Century as a vicarage to St Andrew’s Church.

It was later extended and turned into a residential care home before finding itself vacant.

It became a listed property in 2009, but has since suffered a number of problems – including being repeatedly targeted by arsonists.

The planning application says:

“The internal configuration of the large building remains almost unaltered and has been designed to minimise changes to the existing room layouts and elevations.

“There is minimal work proposed to the external fabric to preserve the existing quality of the locally listed asset. This sympathetic approach will retain all existing features while creating comfortable domestic living spaces within.

“The vacant site currently has a detrimental effect on the street scene and has recently attracted criminal activity. Development in this area will improve the appearance of the road and conservation area.”

Councillor Stephen Beasant added:

“I have seen the plans and, as far as I’m concerned, we welcome any new housing on the East Marsh. We want to see all of the buildings in that area redeveloped and brought back into use, and we also want housing for people in the area, so a plan which combines the two sounds like a very good idea.”
